First assembly, unfolding a folded handle, routing cables, installing a blade, adjusting drive cables on self-propelled models, and storage fogging are not starting steps. A new mower that has never been run may still need handle hardware tightened and the engine filled with oil before the first start. A mower that sat all winter may need fresh fuel before any of the control sequence above will work. A damaged, glazed, or frayed starter cord should be replaced, not pulled until it breaks in your hand.
Stop and get help if gasoline is leaking, if the engine has been submerged, if every pull produces violent kickback, or if a safety control does not return and stop the engine as designed.
